Note: This position will be filled at the Intermediate, Senior, Specialist or
Lead level depending on business needs and the qualifications of the successful
candidate.
Note: An Employee hired into this Exempt position is eligible to
participate in Colorado Springs Utilities Pay for Performance program.
Employees in this classification may receive a performance pay award
based on a percentage of salary up to 14%, dependent upon the successful
completion of a predefined performance plan.
Responsibilities and Duties:
The Cadastral Analyst position is in the Resources Technology Services Section
of the Integrated Resources Division of Colorado Springs Utilities. This
position provides professional support, leadership and complex analytical
functions in the areas of cadastral mapping, survey control, database
maintenance, and support for easement acquisition and other real property
activities. Typical responsibilities and duties include creating and
maintaining FIMS cadastral mapping data; lot, subdivision, right-of-way,
preliminary lot, and centerline ArcSDE databases;
providing new lots and subdivisions digital files to El Paso County GIS;
creating and maintaining geocoded centerlines for all
new subdivisions; maintaining annexation, city, gas and electric service area
boundaries; creating addresses and address pointers for synchronization to
Customer Care and Billing (CC&B) system for all new parcels; reviewing
developer-initiated utility easements, creating image files and recording
completed easement documents; researching easement and real property records
for utility-related issues; assisting with conventional and GPS field surveys;
maintaining survey monument records.

Relevant Background:
Most people in this occupation will have an Associates Degree in Surveying or
Bachelor’s Degree in Surveying, Geomatics,
Mathematics, Geography, Forestry, Geology or a closely related field and five
or more years’ experience in surveying and/or cadastral mapping. Certification
as a Colorado Land Surveyor Intern and three years experience working under the
direction of a professional land surveyor is required.
A Colorado Professional Land Survey License is highly desirable, along with
proficiency in ESRI ArcGIS, AutoCAD and AutoCAD Map;
GPS Post Processing Software; various Coordinate Geometry software packages;
Lease Squares Software and principles.
